Video Consultation Conference for International Law Enforcement Cooperation Among Countries Along China-Europe Railway Express Routes Convened

  The Video Consultation Conference for International Law Enforcement Cooperation Among Countries Along China-Europe Railway Express Routes opened in Chongqing on November 17. The conference was co-hosted by the Ministry of Public Security of the PRC, Chongqing Municipal Government and Sichuan Provincial Government.
  Representatives from 18 countries and international organizations including Interpol, Europol and Railpol attended the conference via video, while over 110 people participated offline, including foreign officials and police liaison officers of 14 embassies and consulates to China; Chinese officials of the National Development and Reform Commission, the Ministry of Foreign Affairs, the Ministry of Public Security, the General Administration of Customs, China State Railway Group Co., Ltd. (China Railway), and the State Railway Administration; heads of public security departments of 16 Chinese provinces and cities that constitute key junctures in the China-Europe Railway Express (CERE) network; experts and scholars of domestic think tanks; and heads of relevant associations. Deputy Minister of Public Security Du Hangwei, Deputy Mayor and Head of Public Security Bureau of Chongqing Municipality Hu Minglang, and Deputy Governor and Head of Public Security Department of Sichuan Province Ye Hanbing were also present and delivered speeches.
  The conference was intended to increase consensus on the Belt and Road Initiative (BRI) cooperation, follow through on China’s “dual-circulation” development pattern, further strengthen law enforcement cooperation of countries along the CERE routes, showcase the Chengdu-Chongqing Economic Circle as a demonstration zone for CERE security, and raise the overall security level of CERE. During the meeting, participants exchanged ideas on international law enforcement cooperation, improving transportation security for CERE, and building a secure community for countries along the routes amid ongoing global COVID-19 response. The attendees also conducted a field visit to Chongqing International Logistics Hub Park, where they witnessed the departure of a train with containers painted with the theme of “Chongqing, Freight to the World” in commemoration of the meeting, and attended an exhibition on security equipment.
  Organized and operated by China Railway, CERE refers to container trains for international multimodal transport between Asia and Europe. Despite the sluggish world economy and the raging COVID-19, CERE has maintained continuous operational increases for eight straight months since March this year. As of November 5, CERE has operated a total of 10,180 trips this year, and container volume has risen 54% year-on-year. During the 13th Five-Year-Plan period, goods transported rose from 145,000 TEUs in 2016 to 725,000 TEUs in 2019, with an annual growth rate of 71%. So far, 62 Chinese cities have launched CERE trains that travel to 92 cities in 21 European countries. It’s estimated that by the end of this year, China will be able to handle 1 million TEUs of cargo per year, making CERE an iconic brand in BRI cooperation.
  A Ministry of Public Security official stated that Chinese public security authorities will continue to deepen practical cooperation in law enforcement with countries along CERE routes, establish enforcement liaison mechanisms, broaden cooperation channels, launch multilateral joint enforcement actions, and keep improving security for BRI cooperation.
